A metropolitan city is in the grip of fear when rolling blackouts bring out a serial killer dubbed The Picasso Killer. One night, in the middle of a blackout, seven strangers become trapped in an office building as the killer hunts for Christie Wallace, the woman that can identify him.

'Serial killer on the loose yarn about the Picasso killer (played by cult movie legend Udo Kier) who cut’s women up and uses their skin in pictures. Christie Wallace stumbles upon him killing a victim and manages to flee to an apartment bloc, trouble is the Picasso killer manages to break and starts bumping off everyone in the building. I like the fact it tries hard to be different than usual US maniac slashers, more in keeping with the slow Argento, Bava, et all styled Italian/Euro giallo thrillers, this is most likely due to Kier being the killer than good direction though. It does have some nice grisly moments but the trouble is the plot as nothing new to offer and so much time is wasted roaming around the building by police officers with torchlights. Really could and should of been better given the cast.'
